Stephen C. Kiss, District 3

Mr. Kiss has served as a Port Commissioner since being appointed in 1998 to finish the unexpired term of former Commissioner Dave Garrett. Mr. Kiss was re-elected in 1999 and 2003; his current term expires in 2009. Mr. Kiss has owned and operated Kiss Logging out of Metaline, WA for the past 34 years. As a private business owner, Mr. Kiss understands the challenges facing businesses today. Mr. Kiss is a member of the Pend Oreille County Planning Commission and he represents the Port at TEDD Meetings. Mr. Kiss has been a resident of Pend Oreille County since 1960.


R.L. (Bob) Shanklin, District 2

Mr. Shanklin has served as a Port Commissioner since January 1, 2000 and was re-elected in 2006; his current term expires in 2012. Mr. Shanklin retired in 1996 after having served 44 years in the railroad industry, including working for the Chicago, Milwaukee, St. Paul and Pacific, The Seattle North Coast and the Pend Oreille Valley Railroad. He currently provides consulting services to various Short Line Railroads, making bridge inspections and training railroad personnel in how to carry out bridge repairs. He represents the Port District as a board member of the Pend Oreille Valley Economic Development Council. Additionally, Mr. Shanklin is a member of the Pend Oreille County Hotel/Motel Tax Board, the North Pend Oreille Valley Lions Club, the National Association of Retired and Veteran Railway Employees, Inc, and the 82nd Airborne Division Association. Additional hobbies include the North American Railcar Operators Association and collecting and restoring railroad artifacts and memorabilia.


John W. Harkness, III, District 1

Mr. Harkness has served as a Port Commissioner since being appointed in 2005 due to the resignation of former Commissioner Harold Bond; he was elected to complete the term in 2006 and his current term expires in 2007. Mr. Harkness is employed by Carlson Sheet Metal in Spokane where he has worked for the past seven years. Mr. Harkness is a member of the Pend Oreille County Search and Rescue, Newport-Kalispel 5-Star, the WBLSR Watershed Committee and is a 37-year member of Local 66.
